Introduction

The 7th BIEE academic conference was held on the 24th and 25th September 2008.

The conference theme reflects the high profile of sustainability (especially climate change mitigation) and energy security within the overall energy policy agenda. These objectives are being grafted onto energy systems in which the principal momentum has for nearly two decades been towards further liberalisation.  Are there both Government and market failures here and if so, what next?  How far can market processes and Government policy be re-invented and combined in ways that will be more effective in tackling the new agenda?
