Zero Carbon Buildings ULI 2009

Alexandra Notay, Urban Land Institute Provides an overview of the Urban Land Institute and its five key global policy objectives: sustainability, climate change and energy; infrastructure; housing; capital markets; and public leadership. An overview of a survey is provided, that looked at: how people access information on energy use in buildings; the barriers people encounter in looking for information on energy efficiency and retrofitting; and what would attract people to a central hub for advice on these areas. Detailed information on the Energy Exchange Initiative website is provided, covering the key areas of its content: non-domestic only; pan-European; energy efficiency and retrofitting; and efficiency of energy use.

Zero Carbon Buildings Fulcrum 2009

Andy Ford, Fulcrum Consulting Sets out the business case for zero carbon, explaining why it is needed, what needs to happen and by when. An overview is provided of the current emissions from the built environment and how this needs to fall by 2050, in the context of the problems with the existing building stock. A zero carbon hierarchy is put forward, based upon: 1) energy efficiency; 2) carbon compliance; 3) a community energy fund. It is suggested that to move towards zero carbon, we should start building a heat infrastructure and find ways to fund community energy centres, linking energy and property companies and investigating how non-domestic development might benefit existing housing. Overviews are provided for Interseasonal Heat Transfer, Aquifer Thermal Energy Storage and city sized ring mains.

Delivering Sustainability – The need for energy policy to engage more people than the ‘usual suspects’ – the supply-side

Catherine Mitchell, University of Exeter Sets out the nature of the current energy system in terms of incumbent energy companies and how Government policies support them, before asking what can be done about this. The implication of meeting the 2050 carbon targets is that the energy system (electricity, heat and transport) will need to be almost completely different from that in place today, requiring significant innovation and change. It is apparent that the Big Six dominate electricity supply and generation and large scale gas, at the expense of other key sectors (transport, heat, skills) and what may be needed are more inclusive and open policies and a strategic plan with political intervention and funds.

UK Renewable Heat Policy: Lessons from Renewable Electricity Policy

Peter M. Connor  University of Exeter According to figures presented by the UK’s Department for Business, Enterprise and Regulatory Reform (BERR) in 2007, the demand for heat accounts for almost half of all UK energy consumption, and for 79% of non-transport related energy consumption. This translates to around 47% of UK CO2 emissions, making heating a major contributor to the UK’s climate change emissions. Despite this, the focus for renewable energy policy in the UK, as well as in the large majority of other nations which have developed policy, has tended to focus, often exclusively, on electrical generation. While there may be a number of explanations for this, a switch to more sustainable sources of heat offers many of the same advantages with regard to reduced environmental impact, increased security of supply and all he other benefits that go with renewable electrical generation. Renewable Energy in the 2007 Energy White Paper

Professor Catherine Mitchell, University of Exeter Provides an overview of progress on renewables within the UK, the current support mechanisms for them, new policy developments and what needs to change to better enable their development. To date, progress has been poor, in comparison to other EU countries, with support in the UK currently provided through the Renewable Obligation. The EWP sets an aspiration for 20% renewable electricity by 2020 and sets out policy developments for banding the RO and changing the planning regime; however, it does not deal with renewable heat or transport and continues to play down microgeneration and market intervention. A real issue continues to be a lack of a long term strategy for the UK energy system, which the EWP fails to address.

Saving Energy

Dr Brenda Boardman, ECI,  Oxford University In the context of the challenge to cut carbon emissions, the task is huge, but possible. The 40% House study provides insights into saving energy within the domestic sector, showing the importance of reducing demand as this also reduces technology costs and increases security of supply. Action is required on lighting, appliances, insulation and better building standards, which will also help to reduce bills and fuel poverty. The current distribution of EPC bandings for the UK housing stocking is shown, based on SAP 2005 as well as how this needs to be transformed by 2050. Whilst the EWP contains some useful initiatives, it lacks an overall vision and sense of urgency, and a vast untapped potential for saving energy exists, particularly in combination with micro-generation and trading (personal carbon allowances).

Energy White Paper 2007: Meeting the Energy Challenge

Vicky Pryce, BERR This provides a brief overview of the 2007 Energy White Paper (EWP), setting the policy and analytical context and some key highlights. The key long term challenges for the energy policy are stated as tackling climate change and ensuring secure, clean and affordable energy. Context for climate change is discussed in respect to the Stern Review, the 2006 WEO, and the UK’s current position for emissions relating to transport, heat and energy. Issues for security of supply are also discussed. Based on these an outline of some of the key economic analysis that underpins the EWP policies; an explanation of the conclusions the Government has reached; and the action Government now want to take to tackle the challenges.

Meeting the Energy Challenge: A White Paper on Energy. DTI

Elizabeth Cuthbertson Provides a detailed overview of the 2007 EWP, including the Government’s key long term challenges of tackling climate change, whilst ensuring secure, clean and affordable energy. The context of the challenge is set out in respect to the climate challenge from a global and UK perspective, and the security of supply challenge in terms of import dependency and investment needs. These provide a framework for the 2007 EWP in terms of the principles and actions within it, based around saving energy, developing cleaner energy supplies and securing reliable supplies at prices set in competitive markets.

Energy White Paper 2007

“Meeting the Energy Challenge”, the White Paper on Energy, was published on May 23, 2007 following several years of intense energy policy review and debate. The BIEE one day seminar on September 25th brought  together prominent academics in each of the topics of the White Paper, to present their assessment and critique of the paper. A meeting report produced by UKERC was published after the meeting.
